WebbJust as the title has said, I can't keep Annie to negotiate a Peace Treaty in both Campaign and Sandbox as she is always stuck in zero. I tried this on both mods and vanilla and also keep trying to make a Ceasefire up to 50% and she still won't accept the Peace Treaty as the chances for success never changed. Please take a look.
